Sir,

I have the honour to acknowledge the receipt of

Your Excellency's despatch No. 5297/1914 of 8th October

on the subject of the export of coal from Manila since

the declaration of war between England and Germany.

I have referred to His Majesty's Ambassador at

Washington on several occasions in connection with this

matter but it would appear that no steps could be taken

in view of the Customs Instructions of which I enclose

a copy.

I append hereunder such information as I have been

able to obtain on the several points raised by Your

Excellency.

(a) The names of the vessels which have exported coal

from Manila since 5th August and their ostensible desti-

nations are as follows:-
